This was in the nullah draining into, Pokistum. He had on more than one occasion reported similar cases to Dr. Clark,
The PRESIDENT explained that he had so structed the Socretary to write to the contractor io ascertain what steps lu was willing to tako to retardy this.
The SECRETARY read the reply, in the cour of which the contractor stated that the nuisances complained of by Mr. Uewett wero no doubt his coolies' fault. Since he had taken uver the contract he had always done to carry out its conditions and Lin-best he daresay that with the exception of the Peak District he had done the work to the satisfaction of the Board. One reason for the complaints was that at present there was no accommodation for the coolies at the Peak, and as they had to walk up in the morning thoy cvald not do the work as properly as if they were living at the Peak. Another reason was that tho Pak District unlike the others was so largo and there were so many places such as gardens. valleys and kilisides whare rubbish might be draped that it was very difficult to supervise the coolies, who were the lowest class of workmen and could not to relied upos. sal day had not been able to catch any one damping rubbish. THE MTING OF POSTMARKS,

difficult to discover the hour or day on which the letter was posted, and whether he would give instructions that the date postmarks shall be

In the case be referred to, unless that book was found he would expect the selicitor who took it away to make it or the cost of it good to the librarion.
After referring to the authority which Mr. Almade had indicated,
His Lordship said that in the case of notice being given that a firm was unable to pay its debts, verbal notice would do, but it must be
given formally and deliberately and not in a
mere casualmanner.
Mr. d'Almada replied that he would ask lears to omend his affidavit to that effect if necessary His Lordship-Are the facts such as would enable you to put in "formal notice"?
Mr. Bxwser, referring to the letter as a whole we have given only a part summarised) charecterised it as a most impertineat one. Lost Sunday be again wonde a very careful examina- tion of the bill in the vicinity of his house, and he should say, from the amount of rabbish be found there that the whole of the koso rubbish had been consistently damped within a low yards from his backyard. After he complained abont it the contractor sunt up four men to clear away this rubbish from the hillade The amount they collected was a very small percentage of the whole and what they did collect they simply carmel about 20 yards away and then throw it down the face of the bill facing Pokfulum, Other complaints had been made about ashes being thrown down the hill. What he had described was a fair sample of how this man had been carrying out his con tract. The prolability was that by far the greater portion of the ashes and rabbish removed from houses was simply carried a few yards away from the houses and thrown anong the bushes were nobody would notice it. If they could only arrive at the truth be thought they would find that none of the rabbish from the Peak was being carried down to the place where it was supposed to be tipped, somewhere about halfway to Aberdeen He understood this was not the first complaint against the contractor, and he would propose that a letter should be written to bins warning him that in the ovent of any other complainte being made they would recommend that he lose his contract and his security bo estreated: This would involve the contrastor, he understood, in a loss of some $37,000 and it would serve him right Ho had been recolving large sums of públic money for work that he had not dons The manner in which the dirt and ashes had been thrown down the hill would, he thought, explain the hitherto unexplained" gasas of typhoid fever which had occurred at the Peak
Mr. d'Aknada-Yes, my Lord,
