Be it enacted by the Governor of Hongkong, with the advice and consent of the Logislative Council thereof, as follows:-

1. This Ordinance may for all purposes Lờ cited as The Stowaways Ordinance, 1993,

Ordinance No. 22 of 1690, entitled " ¤ Ordinance to amend the Chinese Emigration Consolidation Ordinaries, 1899," and Ordinance No. 7 of 1897, entitled “An Ordinauce te pro- vide for the punishment of Stowaways arriving in this Colony," are hereby ropealed.

3. Every person found on board any ship with intent to obtain a passage therein without the content of the owner, charterer, agent, master or other person in charge thereof, and very person arriving in this Colony on board any ship who, without the consent of the owner, charterer, agent, waster or other person in charge thereof, bas obtained a passage thereto, and the aider and abetter of orery such person, shall respectively be liable on conviction by a Magistrate to a penalty not exceeding ore Bub-theusand dollars and, at the discretion of

The site tentatively selected for the dam is, at low water mark, about 700 yurda 8. E. of Tyton Tuk village. Three brick wells are being sak which show the nature of the strels overlying the rock, and will permit of the rock itself being examined. The wells are supplemented by numerous borings, from which a chart of the rock bottom can be prepared. The furthest advenced well extends from 12 feet above to, 49. *feet below, low water, and it is believed to be within 6 feet of the rock. It is only setting about an inch per day at the present time. although it weight, together with the load an top of it, 115 tons, as is kept undermined by constant pamping and excavating. A dam 900 feet in length, on this site, with an overfor at height of 60 feet abova low water, would impound about 1,200,0:0,000 gallons, or about two and a half times the aggregate capacity of all the present storage reservoirs. It would intercept the rais. fall from a direct-catchment ares of about 2,300 aorea. This includes 700 aores the rainfall at which is intercepted by the Tytum reservoir as long as it is not overflowing. The available catchment area would be very much increased by the inclusion and extension of the present catchwater system. The lower part of the Tytam Valley bas been-minutely surveyed, and a chart has been prepared (laid on the table) from which the capacity of any proposed: reservoir situated anywhere between low water. level and the 200 feeb contour can be calcu- Inted. By means of this chart the line of proposed road, to connect the new reservoir with the Tytam Reservoir, has been marked out, and a trucs is now being out with a risy to preparing working drawings for the construction of the road. The reply to the fourth question is;—A small reservoir has born commenced, in the bed of a perennial stream about half way between Taitam Tak and the Taitam Reservoir. A temporary pump will be erected at this point, capable of delivering 500,000 gallons per day into the Taitam Tunnel. Should the Taitam Reservoir cease to overflow by the let of September this year, the pump may be depended upon to deliver about 100,000,000 gallons during the ensuing dry seascu, The permanent pumping engines at Taitam Tuk will afterwards be connected with this reservoir, and will pomp from it until the large reservoir has been partly erected. A temporary main is how being laid from the reservoir to the Tailam Tannel.

HIGHWAY LOBBERY,

Li Sam Soo, book, and Li Che, farmer, were charged with being concerned in a highway robbery at So Mo Ping, New Kowloon, on the 16th inst, when a pig dealer named Lai Ping was threatened with daggers and robbed of $19 and a suit of clothes of the value of £6.

The defendants, who were defonded by Messrs. Mounsey & Bratton, solicitors, pleaded not guilty and were remanded for a week.

NO LICENCE.

An Indian police sergeant stopped a rickela coolie in the street on Saturday and asked to sce his licence. The coolie gald he had one, but it was at his lodgings. As the leonce is supposed to be carried about by the person holding it, the Indian told the coolio that he would have to go to the station and make his explanation there. This the coolie refused to do, and when the sorgeant caught hold of his queno to lead him away he turned round and assaulted him.

For plying for hire without a licence he was fined $4, and for assaulting the Indian bound over in 895 to keep the peace for three months.

The matter has been made the subject of communications to Government from several quarters, among others from the Chamber of Commerce. Varions measures have been taken to stop stowing away, but all hitherto doun has been insufficient to countervail the exceptional temptations to introduce Chinese into the Philippines.

In one case, that of the Kaifong, no less than 134 stowaways were found concealed on the vessel on her arrival at Cebu, a port in the Philippines. The ship's officers made a timely discovery of the stowawage, and reported the matter to the American Authorities, so escaping a very heavy fine for a breach of the stringent laws against the introduction of Chineso into the Islands. As it was, great delay and expense to the ship were 'occasioned, and the owners were obliged to enter into a bond for $70,000 gold to take the stowaways back to Hongkong,
