Oapt. CLARKE Mr. Chairman, I think the directors should have the power they ask for to make this improvement in the condition of the Company, but I believe at least, I have heard today that the fire ioenrauce companies are reducing their rates. I have only heard it as rumour; I don't know whether it is true.
Tho CHAIRMAN—That, gentlemen, is all the business of the meeting. It is not necessary to have a confirmatory meeting, the resolutions involving no change in the articles of asso. ciation,
HONGKONG SANITARY BOARD.
The first meeting of the newly constituted Sanitary Board will be hold to-day at 4.15 p.m. The business is as follows:-
ORDERS OF THE DAT.
A
1. Report of the Colonial Veterinary Surgeon for the year 1902.
2. Re-appointment of Select Committees. 3. Draft Depôts Byé-laws.
6, The President, pursuant to notice, will move-That the Board delegate to a Select Committee consisting of the Pre-ident and the Acting Medical Officer of Health full power to enforce all the provisions of the Bye-laws for the Prarastian or Mitigation of Eqidemic, Endemis or Contagious Disease contained in
Mr. HUMPHREYE-I think that applies in Schedule B of Ordinance 1 of 19 3." Kowloon only.
The CHAIRMAN—Of course, Captain Clarke, these resolutions, it passed, do not necessarily take effect. The point is that it gives the directors the power to carry out the resolutions if they consider it necessary. The tire insurance companies might consider it advisable to pat up their rates again, and it would be a strong position for the Company to be able to carry
these resolutions in to effect,
Capt. CLABEE-I quito agree that the directors should have that power, but there is one question I should like to sak: What means hare the Government over on the Kowloon side for extinguishing fres-want appliances have. (3404 they got? I understand they have as fire
engines at all.
