1880 TO THE RATEPAYERS WHO ARE AT THE ELIGIBLE TO VOTE FORTHCOMING SANITARY BOARD ELECTION.
Gentlemen,--At the request of a very in- Auential section of our community I come forward and am prepared to stand for election as a member of the Sanitary Board.
I was born in the Colony about 4 years ago, was educated at the Government Central School, now known as the Queen's College, and in 1882 gained the Morrison Scholarship, then the arly scholorship awarded, my competitors boing 90 per cont, Chinese boys and the principal subjects translations from English into Chinese and vice-versa.
During the past 15 years I have followed my present occupation, that of Land and Commis Hon Agent.
This calling has given me masy opportunities of studying house-constraction and the laws of Sanitation. 1 have at all times taken a great intorcat in the innumerable manares which have been brought forward relating to our Sanitary condition,
I was one of the signatories to the Petition sent to the Secretary of State, praying for the appointment of a Commission to enquire into the Sanitary stato of this Colony. And, with many others, I was greatly surprised and disappointed when I read the measurog cop- Lained in the Draft Bill, recommended by the Experte from Home, which accompanied their conjoint report.
GOVERNMENT NOTIFICATION. INFORMATION has been received from THORITIES that
On the appearance of th's Draft Bill in the GUN PRACTICE will take place TO-"Government Gazette," I believe I was the first 26th to criticise through the medium of the Press the MORROW (THURSDAY), the MARCH, from a position on Chin Lun Cha recommendations mada Hill (1370) towards targets placed ou East side of Nog Tankok (1980).

From that time onward I have contributed many articles dealing with the various sections of the Bill, which after numerous amendments, has now passed into law.
When this Bill was before the Council in the first stage, I was requested to assist the Com. mittes of the Chinese Commercial Union in their efforts to point out the objectionabls clauses in the Bill, and a Patition was sent to the Government penying for amendment.
The present Public Health and Buildings Ordinance is in part the result of our labours; and in my opinion no better Ordinance under
