gard to the co-operative administration of Manchuria by Russia and China and offered them to the Chinese Government for acceptance, The proposals are as follows :-

1-Russia should be permitted to send 8,500 more troops to Manchuria and station them at short intervals along the Chinese Eastern Builway for the maintenance of order.

2—A new college should be established in Harbin, in which both the Russian and the Chines: languages should be taught, and in which two Directors, one a Russian officer, and the other a Chinese, should be appointed.

3-In Kiris, Harbin, and two other be important places post offices should established, and placed under the combined management of Chinese and Russian officers.

Two novelties in the navy have yet to prove their practical value-the combination of water tube and cylindrical boilere in the newest ships anil the scouts, though the latter, with their high speed, can hardly fail to prove invaluable eyes" to any float. The Admiralty have main. tained a discreet silouts regarding the experi ments with the submarines built by Motors. The Vetoe has a combination of turbine engines with those of the reciprocating krets, as compared with the Viper's 37 and the Cobra's 356. Torbine engines are being fitted to the orniser Amethyst and the destroyer Eden; they possess such marked advantage for natal purposes that we are certain to see their wider adoption for small vessels of high speed.
