THE RUSSIAN PRESS CENSORSHIP.

The Russian Press colebrate this month the 200th anniversary of the publication of the fenuded by Peter the Gront. Various proposals first Russian newspaper, the official Fiedsnosti,

have been made for the worthy commemoration of that interesting event, and considerahle feel ing has been aroused in journalistic circles by the discussion of the different suggestions. It cannot be said that the general public has so far taken a very keen interest in the discussion, nor is the reason for this indifference very far to sesk. The intolage in which the Russian Pies is keep completely prevents it from fulfilling its natural function as the guide and reflection of public opinion, and no one not immediately oon neatul with newspaper work can be expected to take any lively interest in its anniversaries, That Enssian journaliats are themselves acutely conscions of their humiliating position is shown by a striking article in the Nove Vremya last month on "How Should the Jubilee of the Press be Celebrated ?"
