In view of the Inter-Departmental Commit- tee's recommendation and conclusions (8) atro- eating the necessity of encouraging free trade cables this Committee feel it unnecessary to

The other principal conditions of the afore. uned agreement appear to show that nothing therein is to prevent the Great Northern Telegraph Co. from repairing and replacing any submarine sible already connaoted with Hongkong, or to prejudice the rights of that Company. What thess rights may be this Committee have no information, but it is to bo noted in regard to this that the Company in question is not a British Company; also that the agreement is not to affect the right of M. Government to grant the Canadian or Australian Governments permission to lay n cable connecting Hongkong with Canudo or Australiu provided that such connection bo completed within five years fru dato of the agreement. It will be observed that this period (to 1989) has already lapsed, and this Chamber has no information whether arrange. ments have boom made for its renewal, which in view of the projected Pacifio Cables it is most desirable should be brought about, and it is to be hapad that the Canadian and Australian Government may be mered to open this questia with H.M.'s Government.

DEAR SIR.I am directed to acknowledge the recept, with thanks, of your communica tion dated 28th May last, on the subject of Imperial Cable Communications, and to atate that the Committee of this Chamber consider, after the expression of opinion by the Inter Departmental Committee to the effect ibat, with the exception of those to the Gold Coast and Nigeria, existing rates are not excessive, it is ucetoss to continue the discussion for the Pre between India and Great Britain, and present, In view, however, of the fact that the between the Straits Settlements and Great Britain had been reduced after the issue of the Inter-Departmental Committee's Report, the Committee of this Chamber will shortly our more press for a reduction of the Hongkong

I am also requested to point out that accord ing to the grasment for landing rights granted by the Hongkong Government to the Cable Companies the public are practically in the Landis of these Companies in the mattor of charges, and to express the hope that in view of the special reference (recommendation and conclusion 7) by the Inter-Departmental Com mittes to the question of landing rights your assistance may be relied upon to bring a termination of this state of affairs at the earliest possible opportunity.

From the information at the disposal of this Chamber, it appears that in 1894 the Govern meut entered into an agreement with the Eastern Extension Telegraph Company, binuling

The result of this attempt is. asen in the attached advertisement, which puts a successful koyent on the project, which accordingly had to be abandoned. It is true that the Imperisi Chines Telegraph Adminis:ration is put for- ward in the advertisement as the author of the boycott, but the public can hardly seriously believe that the other Companies (which enjoy from H.M. Government the protection of a monopoly as far as Hongkong is concerned) are not also concerned a the manoeuvre, and, if this sarmise be correct, it is hardly-to their credit, and may be matter for further representations It is certainly reversing the usual course when a through rate is much higher than two local rates combined.

It may also be of interest to mention that another non-British Co, the Imperial Chinese Telegraph Administration, also has an office in this Uotony for the receipt and despatch of talegrams, but under what rights or agreements that Administration has been enabled to connect its Hongkong Office with the mainland, is not within the knowledge of this Committee.

This Committee, in placing their views, and the aforementioned statements before you, trust that they may have the benefit of the strongest representatious of your Committee with a view to bringing about some remedy of the position of affairs disclosed-Yours faithfully,
