PRESIDENT ROOSEVELT'S MESSAGE.

London, 2nd December. The message from Tresident Roossrelt at the opening of Congress emphasises America's great position and congratulates the country on its wide pread material well-being. It depreestes fitful changes in the tariff, and any that scrupulous card is peressary to prevent any dislocation of business. It recommend, rather, reciprocity treaties, und urges legislation to ensure the maintenance of an adequate currency and the interchangeability of all kinds of money. It commends to Congress a convention with Great Britain for reciprocal trade with Newfoundland.
