ENQUIRY INTO COLLAPSES OF BUILDINGS,
PRAYA, E. ST, Yesterday afternoon, before Mr. F.A. Hassland and a common jury, an official enquiry was opened into the circumstances attending the fatal collapse at 45, Praga East, on 2nd Anguet last, resulting in the deaths of thirteen Chiness. Mr. F. B L. Bowley, Crown Solicitor, appeared on behalf of the Govern ment, Mr. II. W. Looker of the architects, Messrs. Leigh and Orange, and Mr. C. D. Wilkinson of the contractor. Mau Wo. Mr. A. §. Honper watched the cans on behalf of the owners, the Land Investment Company, of which he is sosrotary.

Mr. Bowly addressed the jury and asked them to dismiss from their winds any procon- ceived opinions they might bove formed sogarding the collapse. Ultimately a contract was entered into with a Chinaman who trades ander the name of Mau Wo and who has been a contractor in Hongking for 25 years, Messrs Leigh and Orange also engaged on behalf of the ownem two overseers, and in the carrying out of the work the architects were entrusted with its supervision and in seeing that it progressed in accordance with the plans and specifications. In dealing with the case, the jury would have to hear in mind that each person was responsible for his own branch of the work, and was not xcused by the neglect of another. Most of the evidence in the ease would turn probably upon the construction of the walls. The side wall was 66.feet in height, sud the Ordinance required that such a wall should be 22 inches thick on the ground floor stories, 18 inches ou the next two stories above, and 133 inches on the top story. These were the minimum requirements of the low. The wall was 43 feet 11 inches long, without any retura or scans wall. The Public Works Department had not taken the trouble to exercise discretion in any way by adding to the thickness of this well, so it was to be mesumed that the Department approved of it. The cost for the 7 houses was $62,500, including certain extras. As to the materials, the jury would probably find that the bricks were good but that the mortar was poor. There had boon a deviation from the plan, concluded the Crown Solicitor, and owing to this there had been 'formed a sort of recess in the wall into which the wind blew. If the houses had been con- atructed as originally planned that revses would not baro boan there and the wind could not have got into it..
