Undoubtedly it would be well, if it were possible, to conduct trade without any kind of faration at all, but modern requirements of Gocerument leave us no alternative; taxes must be paid by all classes of people and in avery nation under the sun. Taxes, therefore.. must be levied in Chias, and it has been recognised in all Treaties and is reiterated in the Treaty under review that takes must be paid by merchandise, both foreign and native.

It is

striven for one thing and that is to lake away the word lekin from the list of taxe evident that a 1920 would sunfl just as sweet if called by any other name; it is equally manifest that the Chinaman who has to pay taxes catus nothing whatever whether they are called lekin or any other high-sounding title.

If the new Treaty is carried into effent in its present form, it will be found that while the Chinese are no longer called upon to pay lekin fares, they have been added with other action, compared to which lekin will be light asi ousy.
