M. de Witte, who has become one of the most useful collaborators of the Tsar, And one of the most notable men in Europe, belongs to an old and nobis Russian family. grandfather, the Governor of Sarator in the time of the Emperor Nicholas I, married Princess Dolgoruki. His father, who belonged to the bereditary nobility of the province of Pakot, was Governor of the State Domains in the Cancusos, whero H. da Witte was born in 1849. He is, (berefore, now fifty-three years

After graduating from the University of Odessa in 1970, he was attached to the adminis- tration of the railway at Odessa, which at that time was part of the network of railroads owned by the State. When the railway of Odessa, was given up to privató exploitation in 1876, and joined to the South-Western Com- pany, M de Witte handed in 'bis resignation as an official in the Ministry of Railways in order to remain in the service of the Company, where he passed the first years of his public life.
Daring this time he evinced great activity and a marvellous capacity for work.
