WILE BOAT WOMAN.
Wong Ho, ashing-bost woman, was hrought up on charges of having used her boat with at a licence and of having refused to stop when called upon by the Water Police,
The reason she was charged with having no licence was that the licence she did produce and show in the police did not correspond to the number of her boat. The woman, however, explained this by stating that when she last gave up the licence for police inspection the wrong oud wee handed back to her. When she appeared in Court she was able to show the proper licence and that part of the charge was coordingly withdrawn. Bis Worship allowed the indictment to be altered so as to okarge the defendant with having used her best for a purpose other than that for which it was licensed, an offenes which the Water Police find to be very prevalent It is much cheaper to take ont. a fishing boat liconce than a carrying licence, se a favourite way of evading the law is to buy the theaper vertificate while engaging in the more lucrative and responsible brominees,
His Worship imposed a fine of $15 with the alternative of a month's imprisonment.

During the last week all the native craft geing both up stream and down have taken to the now cutting, and there is already a well trodden tow-path. The grappier-dredgers are still working at the upper end of it, but in a few days one or both will be transferred to the lower end of the greater cutting.

The termination of the Provisional tried by mach pleasant amenity on all sides, both from official and unofficial classes of Chinese. The city merchants on Monday last in their guild ball gave a great banquet to the Council and its foreign employees.
Daring the whole of the week the incoming Chinese officials have been visiting the various kureans and offices of the T.P.G. and looking closely is to existing arrangements. They hava been generona in expressing their appreciation of the arrangements made for the sick poor (under Dr. Mesay), the beggar population, the prisoners, &c., and in not a fow cases have expressed their wishes to be able to continue the institutions on the present lines.
The latest advices from the three Eastern provinces state that alielers is raging severely in. Manchuria. The Russians in their districts are trying to enforce sanitary precautions and treatment, with vorg much the sume result as we had here in Tientia, the creation of a greater scare than they wish to obviste, and the utter confusion of the labour market. Harbin, the notion of the Vladivostock and Port Arthur brauches of the great railway, seems to be very severely hit, and the fright has spread as far ar Vindivostock,
In the recent edicts issued by the Émpress Dowager several officials who had been degraded have been rainstated, at the request of the Viceroy Yasn Shikal. Some military officials have had their rank restored to them, as according to the Viceroy, they had suffered unjustly. Two civil oficials, who were on the black list have had their ruk restored, and may now be employed again by the government. One of these was chih haien at a place where two tre French priests were measured in 1900: this official has been degraded, but has had his name put back on the list of expectant officials.

The consequence is that on every scheme of extension is brought to bear, not a desire for the general development of the whole country, bat the local rivalry of States aaxions for their own revenue. It becomes obvions, therefore, that the railway anmigamation of the South African States is necessary before any great or far-reaching scheme of railway development can be adopted. The Cape naturally would object to the linking of Springfontein and Kimberley, as this would divert through the Orange River Colony good proportion of its refle. The Central railna, would be beach le kan foregone this exercise ACHEE & CO., disinclined to see Klerksdorp and Fourteen Streams connected, since much of the Cape traffic running from Johannesburg to the Orange River Colony would be captured by the Cape railway." Rhodosis would dis- approve of the extension of the Pietersburg line to Tuli and Salisbury, as it might lose a great part of the through tradic north of Mafeking. The Trunavual, possessing a great gold isdustry, might divert all through traffic to Dalagos Bay, Natal, or the Cape, as it pleased. It at any time be is the interests of the Transreal colony to adopt any of these courses. This would result in an ntcry thringhoat South Africa, Yet, as long as the fone great railway sy stains remain distinct and rivals, such a course is always possible. It is understood that Rhodesia is quite agrecable to amalgamation, that the Central railways are not averse, and that the Cape is andecided. Natal appears to be against the proposal, but-a-modas virendi which would result in amalgamation within the very nose future is one of the crying necessities of South African progress.

The Lawson is the first stee! schooner built in this country, the fret craft ever constructed with seven masts, and the largest sailing vessel afloat.
