I believe that because land- lords fear this they do not want to put metara | in their houses lost they should have trouble in the matter. Again if people have to carry from the streets, it would be difficult to outtmorate all the evils that wiltorise; as bonses of thres or four stories may be supposed to hare 49 or 519. people in each it must be necessary to have a street tap for every three or four houses; as there would be so many taps would not some people in- tentionally destroy the tax and let the water

What is it that I do not understand P It is that the Government, having collected the rates from the people, and having prepared streets and lighting, police protection, and water for the benefit of the people, afterwards in the case of the most important thing, water, asks to make the poor either buy it, or else go and earry it, in order to get what they good. The Government always collects the rates, for these various items and it is not right to any that those who pay more as water-rates and use less than they pay for are losing and one whose rates are less but who use more water are gain ing. Arguing in this way they compel the poor to live in dear houses so as to get enough water to use; if they live in cheap house they mast either buy water or else go and carry enough for their needs. If comparisons are made on these Lines then there me other thing to discuss besides water. Seus men and women and sick people cannot go ont mush, and they use the reeds less than the poor who carry burdens

I have there fors isken the question of water-roles and compared it with all the rates and have used the methods of comparison and equal division to appeal to the wealthy that they may think over the subject from this point of view.
