A fairway, about 300 yards wido, will be buoyed through the obstructed aron, being marked on the North by 2 red buoys, and on the South by small black baoys carrying white fags. No obstructions will be laid within thie fairway, but vessels and janke are pro- hibited from suchoring therein.
At night the red buoys marking the North wide of the fairway channel will carry red lights whenever any obstractions are laid.
Steam vessels must always use the fairway; sailing vessels and junks may sail across the abstrusted area in day time at their own risk.
All obstractions will be fleating on the surface.

The Standards corrependent wrote on the 25th ult from Vienna:-The Politische Corres, pondence publishes an important statement which, in a way, supplements the Standard's Shanghai telegram about the new Manohuria Convention, and throws light apon Russin's present Asiatic policy. The inspired St. t'etersburg correspondent of the Vienna news sheat says:--
