THE MANCHURIAN MASSACRES. English rail
EEWARDING. THE PORTETRATORS, The Moscow correspondent of the Times wrote on the 9th ult. :~~
suppose
Major-General Grilsky, Military Governor of the Amur ragion, who was immediately re- sponsible for the massacre of several thousand peaceable Chinese at Blagovaschensk and the surrounding country last year, has been pointed Governor of the Province of Ar- changel. For an official of General Gribsky's advanced ago and long service this appoint- encannot be regarded otherwise than as a mark of disfavour, but, according to iu- formation I have received from the Amur, it would be a great mistake to that General Gribsky is being punished for the massacre. The investigation ordered by the Tsar into the history of this abominable deed was suddenly stopped by orders from St. Petersburg, after it had reached an advanced stage. General Gribaky acknowledge his im mediate responsibility, but declared that the blame lay at the door of others, as he merely carried out orders. At this point further investigation was stopped, and the whole ques. tion has been allowed to drop for all time so far as Russia is concerned. The world outside Russia will know how to interpret the whole affair, for, white in words Bussis has been preaching to England on the text of humanity, the Russian War Office has given, in gran deed, its version of how ware should be really con ducted The appointment of General Gribaky. to Archangel is perfectly well understood in the Amar region to be his punishment for having failed to ascertain anything whatever of the movements of the Chinese troops, who constructed trenches and armed them almust opposite to the Governor's officia!. residence, and not a mile away, on the aber side of the river. They were thus enabled to create a panis throughout the whole Amur region, which cost Bussis dear, and with any fer casuy than the unenterprising Chinaman would certainly have resulted in the loss of the whole province, the breaking of all communica tions with the west, and completo isolation of the Russian forces in the east, probably for weeks before Russia could have brought hor Europeen troops up to the frost. All this was perfectly possible at the time owing to General Gribsky's sate of attor unpreparedness and ignorance of what was being done within a stone's throw of his residence. The great military prestige of Russia alone saved the situation, the Chinese being apparently alarmed at their own succes 80 ¡ar as it went. It is impossible to avoid comparing this ap pointment of General Gribszy to
the Governor- Ahip of a province with the punishment which the Russian War Offen demanded for General Orloff for a less degree of ruinness-namely; degradation. But General Orloff bed vexed The War Office with protest against his orters to slaughter the peaceful inhabitants in his ampaign in Manchuria, whereas General Grily faithfully carried out bis instructions. The "Tsar, with a just perception of the real merits of the case, commated General Osloff's panishment to the nominal ure of an "Imperial eprimand." General Orloff was in command of a single column, while General Gribsky: recording to the information of those who were spot and fully acquainted with all the circumstances, risked the temporary loss of un entire province, to say nothing of the indelible blow to Busalan prestige among the Asiatics which must have followed. The comparison of tho treatment accorded to these two Idghly. placed officials is certainly instractiva.
