London, 6th August S-I enclose copy of a letter addrossed by the bine League to Lord Lansdowne on the subject of the Tariff Revision in China 1 trust you will thlik the subject of sufficient public interest to give the letter a place in your columns. As further and faller information on the abject comes to hand the conviction is forced upon the China League that Lord Crantoque's statement of the result of the negotiations in the Foreign Offee Debate of 26th ult, is incomplete and misleading. The concessions obtained from the Chinese Imperial Government in return for increased Import Duties slesaribed by Layed Cranborne as faci Kitating the river approaches of the Peilio and the Yangtze," appear to be of more question able value than might have been inferred from tlist statement. According to the Times correspondent in Peking (30th July) foreign interests in Shanghai, are to be taxed for 20. years to provide one half cost of improving the river approach of the Yangteze and Whang poo. So this so-called concession, instead of being a benefit companting for the incressed import duties, is intended to impossa further Burdon on British trade and British interests at Shanghai. In comfelagion, I have the honour to draw your Lordship's attention to Article XXVI of the Treaty of Tientsin, which in the League's opinion has an important bearing upon the present question. Reference to the text of that article will show that in 1858 the fall in values of certain goods since the date of the Nanking Treaty, having made it advisable that the Tariff be revised, tariff revision, intended to rostore a fair 5 per cent, rate, was by Treaty agreed upon by E. M.'s Government and the Chinose. Tho

The officials argue that the present, town is purely a taval and military station, and that therefore all the whilst even those merchants and traders who civilian residents are merely on sufferance, hars acquired rights, such as they are, and either built offices and godowns, or improved old baiklings, are simply thore at the pleasure of the authorities and liable to be turned out, with little compensation at the will of the government or at the caprice of any officer of high enough rank to persuade the Governor or his staff that the buildings are wantel. There is some attempt at a form of municipal government for the present old ram shackle town, and sons of the leading civil residents are on the Council, but, as all the funds are Imperial and none are supposed to be spent on purely local innnicipal wants, the state of affairs and the powers of the so-called local council may easily to imagined. Tho business portion of the town lies along a Band, not a hundred yards long-running from the naval dockyard to the shallow and patrid stream which flown from a north-easterly direction and divides the town into two portions, Along the southern bank of this creek, is the long strag CELEBRATED WASHBURN gling old-fashioned Chinese street, and in this thoroughfare the principal business houses are to be found. Where the streets have been metalled dust reigns supreme, and where maca- dan is not, there mud of the deepest and stickiest character more than supplies its place. The buildings are all of the very flimsiest and temporary types, one storey in height, many below the water lavel, and the only evidence of civilisation to be found in the place (beyond guns, barracks, prostitutes, and grog-shops) is the telephone. There is no public water supply, no lighting system, no drainage or attempts of any kind at sowerage; no police, and no trams or buses. Bickshas are plentiful, but, sh, 30 dirty and neglected and a few pair horse Russian carriages (Drolakys) ply for hire only about the centres of businesss at 11 robles an hour.

From even the most careful enquiries-and enquiries have to be most carefully made, if one does not want to be arrested as a spy or reported on by secret service agents, of whom the town is full-it is almost impossible to give. # fair estimate of the porulation; but, irrespective of the Chinese, whe number, many thousands, I should think that the Europeans will total from 1,000 to 3,500, increasing every month. The military number some 20,000 within a 40 mile radius, whilst the fleet adds another 7,500 sailors to the floating population when stationed here.
