For my own part I would advocate that all ships sailing under the British flag, ever a tonnage of, say, 3.000 tons displacement, and having a speed of, say, 17 knots, should be called upon to have anitable deck attachments for the accom- modation of 6-inch quick-firing guns. The appointment of two Commisions of Enquiry is gazeftxi in a recent isans of the Boletim Oficial. The first is the Land Com. mission, having for its object the investigation. of the titles of land in this colony and other kindred subjects. The wonder is that anoh an enquiry was not held long ago. The re- port should set at rest many a misappre. hension as to the alleged esistens of defective titié dosds and the re-nijustment of boundaries of existing lots. As to the latter head of inquiry it is suggested that several encroachments should be looked into. A similar question aforded the Hongkong and Com mission much scope for useful work.

The Vicar of St. Luke's, by Sibyl Creed,

This is a well written book and one that will interest those who are conternal in occlesiastical controversies. It is the story of the struggles of in enthusinst, in the person of a High Church clergyunu, who eventually comes to grisï not

so much or account of his ritualistic ideas but through ignoring the passion of a very ordinary love-sick maklon. The story will perhaps not appeal to all; the reader cannot himself be tho wiser or better for having read it, though certain Ед ас- characters are admirably portrayed. cordance with popalar opinion the hero at length finds refuge in the garb of the Jesuit, The author's conceptions of the Bigh Church party are in many respects novel, and her necusation of Broad Church laissez faire as typified in one character in obrionely najust. The book is, however, strongly written, and the doings of the able yet unfortunato vicar will be followed with interest by the rearlor.

To combat this view, and as showing the urgent necessity in the interests of trade, for an early reform of the unsatisfactory methods hitherto prevalling, I will quota in tenso the recommendations of Mr. A.
