He alluded to the common origin of the two peoples, to similarities in their ziodes of life, in their religions and in their aspirations, and he declared that the great contest of the future would be for supremacy between the whito and the yellow races. It was slike the duty and interest of China and Japan, his argued, as nations of the same blood, to anite against the white peril now approaching both laods, and to subdue and drive it back. If he had been pleading with China to join Japan in waking war upon Europe, his lungnage could hardly have been stronger or ince sounded mors impassioned, according to those who heard it. With every allowance for the ocassion which induced the speech, his presumption on the ignorance of the audience he was addressing regarding the Chinese exodus from Formosa and of his instrumentality in forcing it, strack the Chinese as not lacking in audacity, whatever they may have thought of the other qualities of the speech. It seems incredible that anyone can delude himself respecting the Chinese aversion to things Japanese here, which are hated not less than they are feared. Like the Canten River dredger, the St. Enoch is of Scotch build, having been launched from the yard of Messrs. Simons and Co. at Renfrew, near Glasgow, for the Admiralty, little over six years ago. Slie was sent Portsmouth for her trials. which proved in every way satisfactory. From Portsmouth the St. Enoch went to Malta; thence, a little over two years ago, to Weihaiwel, where she has since been dredging. Her purchase by Messrs. Punchard, Lowther & Company having been completel, the vessel left Weihaiwei, on the 25th inst. for Hongkong.
Although, taken all over, the St. Enoch is smaller than the Canton River, she possesses, in the matter of dredging, a very important superiority over the latter. The Canton River works to a depth of 40 foot, while the St, Enech dredges to 40 feet light and 47 feet landed. The arrangement of her backets is also different from Eat of the Canten River. The latter ressel's buckets run out forward, but those of the St. Enoh run aft, and work at the rate of sixteen per minute. As each bucket (altogether there are about forty) his capacity of one ton: dredging is thus carried on at the rate of sizicen tons per minute. The St. Enoch bas n total currying capacity of about 650 tons.
