A SUGGESTION AGAINST PLAGUE.

TO THE EDITOR OF THE "DALLY PBX88,"

25th May. 818-As an old resident in Hongkong, I think I can claim the privilege of making some suggestions as to the mnitation of the Colony, in which plague is fast increasing and threaten- ing life of not only the filthy Chinese, but the cleanly European in the centre of the town. In the neighbouring Colony of Macao, the finances of which are in no way comparable with those of Hongkong, the measures and precautions taken against the spreading of plague, although not entirely successful, are anyhow checking its progress to some extent.

In Macas the drains and gutters of the whole town are daily being washed with salt water pamped from the sea, and buckets of tar and sulphur are daily burnt and taken round the town by coolies accompanied by Government employees with instructions to call and stay a few minutes in any house whenever they are Could the Gorerument requested to do so.

The PRESIDENT-It seems to me to put these people in a very awkward position. They may be desirous of going in order to protect themselves, and, unless we declare the place closed, they may be liable to pay rent. It is a hardship for these people to be compelled to move their business in this summary fashion, but, on the other hand, they will probably be able to find other premises, and they would be relieved of any farther responsibility in con nection with the pressut premises.

Mr. OSBORNE With all due deferenen, I don't think we are called upon to consider that question at all. Whatever the arrange ment between the landlord and tenant, we ars here to net only in safeguarding the public health. Whatever the results may be, that has nothing to do with us. We are not called upon

to consider that at all.
