In the House of Commons this, evening, Sir Michael Hicks-Beach read portions of a pre- liminary report from Bir David Barbour slow ing that it is useless to expect an excly con tribution from the Transvaal towards the war: but we should keep its Indebtedness in mind. Sir M. Hicks Beach said that he had en ar- ranged the borrowings that a Transvaal Loan could be used to redeem maturing bonds. The wor bad cost, so far, 151 millions sterling.

SPECIAL OBJECTION TO COAL DUTY

In the debate in the House of Commons on the Budget, criticism was directed chiefly to the coal duty as a reversion to protection. Soine alors regretted that there was no deferential treatment in favour of colonial sugar.

The resolution imposing the Sugar Duty was adopted by 181 votes against 12, and for imposing the Export Duty or cold by 171 against 137.

ASSETS OF THE TRANSVAAL

During debate. Sir W. Harcourt said that the Budget was characterised by honesty and truth; bet ha criticised details, notably the export duty on coul. He dwelt on the heck- early enormous expenditure on the resettlement of the new colonias,

The Chanellor of the Exchequer, in his speech, thus referred to tea-Teu is already faxed 75 percent. of its value, and is the pro- duce. mainly, of India and Ceylon. It is a crop in which our own follow-subjects at home and abroad are deeply intorester; and the trade, largely owing to over-production, is by no meâus in a satisfactory condition.
