I have the bonour to report that I found on opportunity to-day, whilst avoiding any al pearunes of asking explanation of Russia's proceedings in Manchuris, to ascertain from Count Lamsdorff what might be stated na the actual facts with regard to the alleged Agees ment between Russia and Chins as to Southern Manchuria in case interpellations were address. ed to His Majesty's Government in Parliament on this rabjoof.
Count Lamsdorff gave me the true version of what had taken place very readily.
He said that as far as he had read the allegu. tions in the Press which would probably give rise to questions in l'arliament, they had aseert that Russia bad concluded, or was engaged Convention or in concluding with China, permanent arrangement which would give Russia new rights, and a virtual Protoctorate in Southern MaucharÉA.
The unsafe conditions prevailing in the Amur territory, where the Chinese saeza to be regarded almost as outlaws, have now put a complete stop to the emigration to Vladivos teek; and so far not a single steamer carrying coolien has left Chefoe for that Port. after
their experiences of last year it is unlikely that Chinese in any number will in the near future go to Vladivostock and the Augur territory. On the other hand more coolies than ever before have this year directed their steps towards Port Arthur and Manchuria. It is a favourable indication of the development of this territory that, notwithstanding this beary increase, the demand for labourers is stil native and annot by a long way be satisfied.
