Reater's correspondent wired to the home papers from Peking on the 19th ult. :--I have Just returned from a journey over the recon structed railway from here to fiontain, of which 0 miles are under German and the remaining 20 undor Bussian control. Having re gard to the difficali circumstances and the want of proper materials and tools which have ham pared the engineers, the work reflects the high est credit on those responsible. Appreciations of the Western soldier are now beginning to be written in Japan, not by the ordinary newspaper correspondent, whose tendency to paint pictures rather than to

etch portraits renders his testimony apocry phul, but by sober men of business or of letters, who, visiting China, Love founded opinions av their own observations or on converse with active partisipators in the Chikli campaign. The estimates of these writers, says the Times Tokyo correspondent, differ an to the fighting capacities of the various unite of the allied army, but are uniform when they discuss con- duct and discipline.

All agree in placing the United States soldier at the head of the list. No excesses of any kind stand to his discredit. Excesses" in the vocabaisry of these critica does not include the soldier's common fault of inebrioty. No one claims any special virtue for the American in that respect. The appreciations deal solely with

murder, anda crimes-robbery, incendiariam. outrag. Not one of those is laid to the charge of the United States private. According to Japaneso accounts, his behaviour from frst to last wes that of a gontleman. It is noted that something of the kind might have been expected. since a majority of the volunteers serving in the American ranks are men of education and of means, with too much self-respect to be betrayal inte disgruesful acts merely because an opporto aity offers to commit them with impunity. The Germens are placed second on the list. Their dissipline and standings are said to have been splendid, and they would probably be bracketed equal with the Americans had not their sympathies been entirely with the troops that won the least enviable reputation. In this matter of racial sympathy there seems to have been a very marked line of differentiation. Ger muns, Russians, and French fell naturally into one group; Ataericans, English, and Japanese Sato another. Most emphatis of all was the friend ship between the Americans and the Japanese, perhaps some account must be taken of that fact when weighing the value of Japanese appreciations. The British are placed third, For the British officer the Japanese have only
