HONGKONG, January 4th, 1901 THERE is probably no one who will be found to affirm that the penalty inflicted on China by the injured Powers of having the terins on which she is again to be admitted to the counity of nations dictated to her is other than just and logical. China especial- ly has no cause for complaint, as her diplo matic traditions reach back for upwards of two thousand yeary-to the times, in fact, when she had to deal on equal terms with the Turkish tribes, who then, as Russia in our own times, were threatening her exis- tance as a nation. Then, as now, the

doctrine of the sacredness of the ambassador was firmly established; and though China was as ready, then as now, to break her pledged word, the ruler of the Turks for the time being did not fail to bring her to account for her ill faith. Rumours of discontent existing on board the Barficar have been going about the city for some days past, but it was news to many that things had reached such a serious pitch that thu men had thrown overboard their gun-sights. We accordingly set about making enquiries. Many stories, more or less improbable, were poured into the ears of the representative of the Daily Press, but the story of the throwing overboard of the gan-sights was condrined. Wo learnol, however, that they had since been- recovered by divers. It is also stated that a bell brought down from the north by an offleor was also picked up by the divers, and on the bell ware painted the words Tit for tat," and thereby hangs a tale.

The story goes that a dinner was being given at the Hongkong Hotel by one of the men who had been at the front, and who had apparently had considerable success as a loot- collector. One of the guests, "overcome by the beat," passed the Admiral, as he was being taken out of the hotel. When in- terrogated as to who had given the dinner the man's memory suddenly failed him. An examination was subsequently hold on board ship, but still the information sought for was not forthcoming. Accordingly, instead of the Barfleur mon being allowed general lavo on Christmas day, this privilego was curtailed. Naturally this canse much dissatisfaction among the aer, who refused to dress ship until peremptorily ordered to do so. when they ran up an apology, for a decoration fi the shape of a few overgroans. Black looks appear to have been the order of the day.
