THE INTERESTS OF INDIA IN CHINA.
The commercial relations between Fadia and China date back a hoary antiquity, says a special article in the Times. Each of these great regions was the seat of an advanced civilization at a time when the forefathers of those who moulded the British constitution, the French Republic, and the Garman Empire ran wild in woods" as naked savages.
There are probably few Englishmen who realize how closely our trade with Chinu was at first bound up with our Indian trade. How many are aware that less than 70 years ago British trade with China was a monopoly of the East India Company, and that until 1834 this great chartered company bore the whole expense of our diplomatic and consalur intercourse with China? Since those days great changes have come about. The triumph of laissez-faire and free trade doctrines, ocean steamers submarine cables, wars, and the opening treaty ports are among the diverse means by which the commossil ralations between East and the West have been transformed. Those manifold developments have benefitted India as well as Europe, and hor commercial relations with Chins have been extended and strengthened during the latter half of the century.

The exports of opium have been gradually; though irregularly, declining, and, inferring from the experience of the years given, one might predict the extinction of the traffic in 30 years. But the danger of prophecy is evidencedat by a sudden rise in the exports of the past two years, an increase which is variously ascribed to shortness of the Chinese poppy Top, to adul teration of the native drug, and to the increas ing prosperity of the people, who can now afford to buy the more expensive opium. Probability points to a continue, though still irregular, decline in India's opium exports to Chiza. This falling off will adversely affect not only the Indian agriculturist, who must resort to less profitable crops, but also the In- diam Government, which has already seen its net revenus from opium decline from Ex.6,978,000 in 1889-90 to 18,852,000 in 1898-99,
