PIRACY ON A LAUNCH.
On Saturday the police authorities received intelligence of an ontbreak of piracy on the steam Launch Pergoterance. THE POLITICAL SITUATION.
London. 11th October, The Times, in an article, says there is wide- spread dissatisfaction with some of the principal Departments of States, and the country is especially determined that the War Offee and the Admiralty shall be controlled by the ablest men avaiable.
The Times further says that Mr. Chamber- lain is indispensable in the Colonial Ofles, and reviews the forces at the Cabinet's disposal, mentioning Sir Michael Hicks-Reach. Mr. St. John Brodrick, Mr. Geo. Wyndham, Lord Sel- borne, the Duke of Norfolk, and Mr. Arnold- Foster.
With reference to the anggestion to appoint Lord Cromer as Foreign or War Secretary. the Times thinks that appointing one who has heen wo long his own master is a risky export- ment.
Lord Balisbury, in the dual position of Pre- mier and Foreign Secretary, is unsatisfactory, but a change is not likely, and it is diflemlt to see how he could be spared from the Foreign Office.
When Lord Curzon returns, the country could command the services of a brilliant statesman, who is matnred by the responsibilities of Vice- regal Government.
