"The Government of the United States

A curious experience of the Stella Polare be fore departure was her seizure at the instance of the Norwich Union Assurance Society in re ference to a dispute about the premium upon the insurances offected by the Duke on the lives of the members of the expedition. The vessel was under arrest for some time, and before being re- leased it is said the owner had to give security for the amounts due on the insurance policies. The preparations were commenced early in the winter of 1898, when the Duke proceeded to Christiania, and hal long conferences with Nauen, who freely and generously offered his advice and practical help. The Dake returned to his home to bid farewell to his family, and returned to the Norwegian capital in February 1609, from which time till he sailed he was hasily occupied. Great attention was paid to the scientific part of the expedition, and when all was ready Nansen expressed his hearty ap proval of the equipment generally. I had Heveral interviews with Nansen during my stay of three weeks in Christiania, and beard is views of the whole affair. From Christianin the Stella Polore proceed- ed to Archangel. She had a most enthusiastic send-off from the capital, and was saluted by the fort. At Arckangel 125 Siberian dogs were shipped, those shaving been specially collected for the purpose by tra Thor. From the coast of Norway the Duke made direct for Cape Flora, intending to winter in the north of Frans Josef Land, and to make a start for the Polo in the spring. Indeed, the route selected was practically that taken by Nansen,

On the way the Wellman expedition was met coming home, and they brought news of the welfare of the Italians. Since then nothing had been heard of the Stellu Polore until yes terday's announcement of her wonderful return to Tromso long before she was expected. The Hertha had previously bean despatched to glean tidings of the Italian explorers, but had failed to discover them.

The principal end the Duke of the Abrazzi had in view was to penetrate the Arctic region

So far as we are advised, the greatest part of China is at peace and earnestly desires to protect the life and property of all foreigners and in several of the provinces active and enc cessful efforts to suppress the Boxers have been taken by the Viceroys, to whom we have ex- tended encouragement, through our Consals and naval officers. This present good relation should be promoted for the peace of China.

"While we agres that the immediate object. for which the military forces of the Powers have. been en-operating, viz. the relief of the Minis- ters at Peking, has been accomplished, there still remain the other purposes which all the Powers have in common, which are referred to in the cominunication of the Bussian Chargé d'Affaires and which were specially enumerated in one note to the Powers of July 3.
