It has been the invariable rule of the unofficial members of this Council never to obstruct any vote for water. On the contrary, they had been the people who had been pushing on other people, and apparently the Government had not gone on as rapidly as they would have liked to see them go.
The CHATEMAN-It is equally the desire af the Government to have the water supply of Howloon placed on a satisfactory footing, and honorable members will find on consulting the estimates that there are very large sums in- serted there with a view to carrying on the Unfortunately works of that kind take works.
I think it will be possible to improve the time. water supply until the water works are com pleted. That is a matter which is engaging the attention of the Director of Public Works.
The Hon. CF. CHATEX said that the trouble had been that the staff had been too small. They had not land unongh men to curry out the work in connection with the water supply. The ancficial members had pointed out that tho staff of the water works was far below what it should be.
The CHAIRMan-If that is the caso, no doubt the unofficial members are quite right in bring. ing the matter forward. I shall take steps to ascertain whether the staff is nudermanner. and if it in it is only right it should be brought up to a proper footing.
The CAPTAIN SUPERINTENDENT OF POLICE pointed out that previous to the extension of the
naudary of Kowloon there were only two' -places-where they could store water and flu boundary was only extended a little more than a year ago.
The water works at Kowloon were only of medium capacity: People sait. - Why not make large storages of water? He would remind them that they could not go into the Empire of China to do this. As soon as this hills behind Kowloon became British territory steps were taken to provide for the construe tion of such revoirs as would easure au nd equate supply of water. They could not get water out of stone.

OBSTACLES TO STEAM NAVIGA- TION ON THE WEST RIVER.
t:
1. Revision of West River rules should be called for. Yangtze regulations as regards ports of call should be opposed.
2. Chartered junks should be free to carry goods not only between two treaty porta, hut between treaty ports and ports of calls or between two ports of call, no matter whether the goods be covered by a transit- pass or be purely domestic (Chinose enrge) trasie.
3. Every riveraide town, between Canton or, say, Kongmoon and Nanuing should be opened as a "port of call."
4. Lungehow, a treaty port situated on a branch of the Wost River, which joins the main stream some thirty miles above Nanning, should be opened to trade by river, equally as it is through French territory. The French already enjoy pre- forsutial duties for both imports and ex- ports, and this should suffice without keep- ing it close from one of its most natural avonnes of approach.

H EXCELLENCY the Governor sail: In laying the estimates on the table, I have to congratulate you on the prosporous condition of the Colony as disclosed in the figures to be laid before yon. The period embraced within the past twelve months has been one fraught with momentous issues to the British Empire: The carefully planned attempt to subvert British Supremacy in South Africs has happily boon frustrated and I congratulate this Colony upon the generous contribution of over $159,000 in response to small for funds for the fnuilies of the sailors and soldiers engaged in the worious South African War, now rapidly drawing to a Muccessful conclusion. Nor can we close our eyes to the gravity of the present position in. the North of China, where a fanatical ante-for- siga movement, originating with the Boxer Society, was ultimately joined by the Imperial troops.
