THE CHIN-BORNEO CO. LIMITGU

The first ordlaney yearly mooting of share. holders of the bore company was held at the offices of the company, No: 4Queen'e Balldings. (Mossra. Gib, Livingstone, and Co) yesterday at noon. Br. A. G. Wood presided, and there were also present the Hon C. P. Chater and Mr. E. Osborne, consulting committee, Mr. J. Whealey, mainger; and Messrs G. M. Bain, H. L. Dalrymple, and W. H. Wickham.

The CHAIRMAN said-The report and ac counts have now boan in your hands. for some. days and with your permission we will take them as read at this fet moeting of the reconstituted company I hare much pleneurs in congratulating the aluurehollers on the success ful fresh start the company is making and on the fair prospects it has before it. It is not in my province to refer to what has taken place doring the time the old company was in liquid- ation, but I say that, it is mainly due to the cellent manner in which the affairs have been managed by the Bquidator here sad the active assistance rendered him by the Manager in Baudukan tant we are meeting here to-day; and -it is n satisfacting that the present company is retaining the services of Mr Wheeloy here and Mr Darby in Sandakan. There are one or two. items in Canecaut to which I wish to refer be-. fore procveling to other matters. The capital of the company bow stands at about $117,000, the increase being accounted for by the disposal of the 'share that appear in the accounts as Bullotted. The amount 18,766 that. appears. ander liabilities as a provision for coatingon oice is a provision for contingencies that may ariso in counstion with the re-construction of the company, and will have to be dealt with In accordance with the terms of the agreement of the reconstruction. The company's liabilities have now been reduced, and are only those that are exerent in the ordinary way of basiness. The company's business during 1899, we think. shows a satisfactory resalt, and we are pleased to say that the prospects for the current year bid fair to be quite as lisfactory. The com- pany being instructed and the now capital, subseribu at to racant a date (ut quite the close of 1890) it is considered the best polley to strengthen our position by carrying forward the whole amount standing at credit of profit and loss account nad to pay no dividend, mod we hope you will approve of ar dopision in this matter. I shall be planned to answer any ques tions that may come before this meeting.

Thore being no questions, the report and accounts were adopted, ou the motion of the

·CHAIRMAN, coaded by Mr. WICKHAM..

The Io. C. P. Chator and Mr. A. G. Wood were re-elected consulting committee, on the mo- tion of Mr. DALRYMPLE, Beconded by Mr. MURRAY BAIS.

Mr., F Henderson was 'ra.elected auditor. on the motion of Mr. MURRAY BAIN, seconded by Mr. WoKHASI.

Of the mark and Gle there are 200 mechaui- cians and an enlisted loss of 41,015. This zumber, however, repreguts only the peace footing, for in time of war a practically un- limited number of recruits can be transferred Irom the nowy to the naval service, on the theory held by that Gavetament that any mani cay be a srilor, but drill alone can asks the yolday.

The Russian test causist of 210 vessels of alt clusek, aggregating 241,820 tons displace ment, and rating 1,5-15gaus of all calibros. Nothing in bistory has been more remarkable thau the sudden rise of Japan to the rack of oue of the leading navel Powers, The building pro- grams ontlined during the year 1828 has been vigorously carried out, and the new member of the family of nations is pressing to the front with grout strides in her rat preparations for supremacy in the East. The building programme will be best understood by reference to the table given stow, which is complied, from the latest official sources.

A notable fast in this connection is that the nary of Japan is and will be conposed of the atest types under the trious Classifientions, aud the newest ships of the progressive nation combine every improtempf get devised in every depártinent. In motive power, speed, offensive. and defensive power, gans. cory detail is of this latest 17pe and assemb.et by the best. builders in the world.

hipan's navy cowprises seventy ships of all classes, with a total displacement of 106,665 toas, and the ships carry 15 guns.

Between the land forces of Russia and Japan. greater apparent disproportionresists than that between the two uncies. This disproportion, however, is more apparent than real, aud for various reasons the most important factor arises from the geographical positious of the two nations. Japan is, so to speak, on the granud, while the forces of Rossi, whether for load or sea serviet, ere forced to travel practically half- the dreamfosco, of the earth before arrival at the point of innence. kuisia has in her stay) 52.100 officers and 2.798000 me, compared with Japan's 29,113 officers and 373;720imen.
