Fuel of all kinds is heavily taxed, and most articles of consumption bare gone up. in price owing to the taxes levied upon them when in transit. The Chinceo of this colony are much exercised by the advance in prices all roand, which they ascribe mainly to the augmentation of the lekia charges. The system of taxation is, of course, esantially rotte and cannot readily be revised, but the most glaring anomaly, the existence of two separate Customs services, could unvory popular institution, the arrangements were doubtedly bo eliminated if the Imperial Government had any earnest wish for re Form. It is to be feared, however, that there is no genuine desire on the part of any of the Chinese officials to inaugurato any ohanges which would have for their result the reduc tion of exqucozos.
