A post-office tacked on to a Custom-house is not a post. No responsibility can be brought home to any one. The old native postmasters are annoyed and will do nothing to bety it on, the result being that wo, here in Chungking at Inst have had few letters and no magazines or parcela from abroad came through-some after weeks' delay, some not at all-siucu the beginning of the year
The consequence at this port has been that for our downward mails the few-foreign mer chauts her have combined to continue sending their mails as far as Hankow by the antise posta. where they are inaded over to the marcies of the "Trapecial Post." This entails donbin postage, but, in extreme cases, it may make a difference of ten days in the toply. to a biter.
It seems to us poor isolated extra-territori- alists to be a monstrous usurpation of power that the Chinese should have stopped the forvigu steamers from taking outsile mail- bofore it was soon that their now post was pro- perly organized.
Surely a property organised post-office means separate staff, separate ofices, spesial couriers, where there are no steamers or wheel- roads; additionel instead of reduced facilities to those previously existing, and increased responsibility. Tim od native couriers were responsible for their letters and drafts, and I have myself been paid over Els. 1.000 by a native post-office for a missing delivery, of which the vale had been duly declared before hand.
