THE CONSTITUTION OF THE LEGISLATIVE COUNCIL.

THE SECRETARY OF STATE B DECISION.

1 Kavo recently granted Mr. Whitehead six months leave of abeenen from the Legislative Cotnoil, and he is not only the prime mover in this petition but the bearer of it to England. I think I am justified in saying that it was its origin principally to the imposition upon the taxpayer, some three years ago, of the addi- tional Military Contribution of £30.000 a year. I enclose for your lordship's consideration a roport on this document by Av. J. H, Stewart Lockhart, the Acting Colonial Secretary, aut also comisations from the Honourable J. J. Kerwick, M.LC. Chairman of the Chamber of Commerce, and the Honourable E. R. Ballion, M.L.C., M., in which these gentlemen express their decided opinion that the prayer of the petition should not be granted.
