J. Stowert Lockhart, the Colonial Secretary, pointing out what a seriou effect the new Treaty concluded between Japan sad Great Britain is likely to have upon the rger Interests of Hongkong. It appears from. the correspondence which passed between. the Foreign Ofte in Whitehall and the Colonial Office in Hongkong in 1694 and since the sign ing of the Treaty, that the Japanese Govern. ment considered the levy of duties upon sugar a fundamental part of their proposals. Thi solicitude of the Japanese Governmont to relyin free hand in respect to sugar, the Chamber of Commerce thinki, might have suggested to the Forsiga Ofise that Japan had in view proponès calculated to prove inimical to the sugar iz dustries at Hongkong, and they complain, there fore, that these were not communicated to the Hongkong Gorerament,white the Treaty.M under consideration.
