THE QUESTION OF CERAT TRANSPORT, As for transport, the delegates state their conclusion tha

Undoubfully the grasfost factor in favour of the foreign producer is the much larger cost of carriage in this country. The figures given in the borly of our report show how greatly English manufacturers are at a disadvantage in this respect, and prove that Continental rates aro generally at last one-half, for long-distance traffic, of the rates charged in this country."

A FINAL CONCLUSION.

What is the final conclusion? The delegates

We are of opinion that if English manufac tarem enjoyed the same railway rates and royal- tice as those on the Continent foreign competi tion could be defied iri neatral markets.”

That is, nodoubt, true; but it is not the whole truth. Defiance would be more practicable if, also, the English producer pushed his forsign business with the same enterprise and energy as kie German syndicated rival, if he did as much for the English workman as the Gemuan dues for the German workman, and if the English workmen wore to hnically, as well educated and na wall drilled and disciplined to industry as his Geraian follow-labourer. SCENE AT THE POLICE COURT. At the North London Police Court to-day (28th 'January) Tane Cakebroad, aged sixty- seven, was brought up on remand batore Mr.ON Paul Taylor to farther answer the charge of being drank and disorderly in Stoke New-ON ington on the evening of the 20th. The appear ance of the sombed last greek marked the 280th occasion on which aba had benn' charged with drankenness. Last week, a ranoid was ordered for the state of the prisoner's mind to be inquired into. The following report was to-day banded to the magistrateILM. Prison, Holloway, January 27, 1806-Jane Cakebread is well known to me. I have always considered her to bo of impaired intellect. Her mental condition hus, however, so much deteriorated of late that I am of opinion that she is now not responsible for her actions, and that she should he sent to an asylum-Goo. E. Walker, medical officer." Mr. Paul Taylor said in the face of this certificate ho should order en offfour focondrét the woman to the Hackney Workhouse The gaðlars undsavered to remove the prisoner from the dock; but she clung to the rails and rcfured to go. What baro I got," she screamed; "I did not hear. I will know!" Surgeant Baker, the gaolor, said he would tell her all about it entails. The old woman was thon induced to go to the gasler's offico; but as sho left the courtske screamed, Tell Mr. Holmes to mind my bos." Directly she heard that sho was going to the workhouse she cried and said she would not go. The court missionary, M. Holmes, told her to go quietly, and she replied, "Yes, you want to get my property-my. £17,000-but | you won't. I have got my proper zones, though they say I haven't." At this point the court door was opened, and the old woman shouted, "Tell the magistrate that he ought to be ashamed of himself, and Dr. Walker too! She asked how long she would be detained in the workhouse, and as she obtained no reply.sbe burst into a fit of rage and dolirium and vowed that she would commit suicide.. Ultimately, after a straggla, during which she tried to bite the gaoler, she was secured on the police am bulance and taken to the Hackney Workhouse.
