We are, now in zeceipt of further partienlnts encerning the illegal stoppage of the sale of a curge of foreign goods taken to Wuchow by Mr. John Andrew under transit pasa. Below will be found a translation of a proclamation issued by the Profect of Wnchow on the 17th February, although it is date the day before This interesting donment first refers to the mat ter of a steamer coming to Wuglow from Canton and says she did not come up on Mr. Andrew's business at about something else. Mr. Andrew then sent a message through the Prefect's riding it to feste a pronia mation informing marchants that his cargo had paid all doties and that there would be no danger to them by buying the goods.
