HOW TO STOP OPIUM SMOKING,
Though Formosa has born agtered to Japan, opium still continues to be imported there, and the question whether opium smoking shall by strictly prohibited as in other parts of the Empire at the risk of losing a source of revenus and lof provoking rebellions is now exerciting the bruizin of stateerperi. According to the Jiji, Surgeon-General Baron Ishiguro is of opinion that if opium smoking could not be prevented Japan had better give up Formica. But if the Government were so hasty no to enforce the prolibition there at once, disturbances are, sura to rise. In face of this dilemmi the Surgeon Goueral proposes that opium should be made a Government monopoly, and tickets or licences for smoking it should be given only to those who have been used to it, meting at severe punishments upon those who smoke opium without the tickets. In course of years those who have been habituated to opium will paes away, and a zou generation will come vhigh may be treated exotly like the Japanese in this re- spook-Japan Greetle.
