It is also suggested in the British reply that we should not seek to apply the Monroe dout rize to the pending dispute, because it does not embody any principle of international law which is founded on the general contest of unitions and that u statesman, however eminent, and no nation, however powerful, is compétent to insort into the code of International law a novel prin- ciple which was hover recognized before and which has not since boan accepted by the Go vernments of any other country.
