The Council Drafts were applied for four times over, ind the idea that this arose from an improved Indian demand prevailed. Private advices would, however, rather indi- cate that the dinand arose from a somewhat clever place of financial administration on the part of those having the management of the indemnity paid to Japan. who, through tho Bank of England, bonght largely Council Irafts. It is not easy to sen the immediate object of this move, though the result has been doubtless profitable for Japsh.
