In an artiolo in a recent number of the Chinese Tou the latest authentic news respecting railway matters, written with evident acqnsist auce, there is some confusion regarding the, transfer of the Viceroy Chang to the Haku Trigid-the-the Viceroyship of the two Han bogoming Vacaut just at the time when the Virorog Chang's memorial was under considers" tion, bo was tranierod thither, II.D. Yu-la- going to Moulden as Military Governor-General. The immediate cause of the transfer of the Vice- roy Chang was undoubtedly his memorial; and it was at that time intended that he should simply Bunge, places with Ya-n, tho object, hetog to have the powerful help of the Viceroy Chang in the construction of raliways north of the Kang- Lase and so to be able to second the efforts of the Board of Admiralty. It was the resignation of H.E. Ching Ya that led to the transference of the Hakning Viceroy to Shengking instead of Can ton. This was merely nominal promotion for Yu-lu, but his determined opposition to railways nooossitated the step. And all this was done by "the central government which sunot nat," to quote the Chinese Time. The Viceroy Chang was placed, in an awkward position by the adoption of his suggestion for the Hankow line; but his friend Huang i-fang home to kia rosous and rendered, it impossible for the scheme to be carried out and only Chinese money teployed. His memorial boa-received, the Imperial assent, and hence the stop which is put for the present st lesat to railway con- struotion. This Tangohow line may be and to be quito abandoned, although some belleve that the influence of the Viceroy Li and his great wealth will compel lis construction. The Han kow line although shelved is not quite in such hopeless condition. I do not, however, expect it to acceed.
