THE LOCAL GOVERNMENT BILL

LONDON. 20th March.

In the House of Commons last night, the Fight Hon. C. S. Ritchie, President of the Local Gossenmont Board, introduced the bill to amend the law relating to local government in England. In orplaining the provisions of the bill, he said thetib was proposoit to constitute county coun cils in all the large towns. The councils are to be three-fourths elooted by the ratepayers, and the remainder will be aslected by the conudillora themselves. The administration of the licensing laws will devolve upon the councile, who will hare power to compel licensed houses to close on Sunday, and to grant compensation when the number of license in any locality is reduced. It is proposed to increase the amount of the annual license fee by 20 per cent, and the councils will be permitted to assist intending emigrants. The police forco will be placed under the joint control of the contails and the Courts of Quarter Sex siona. The Government rata to local bodira will be increased by £3000.000.
