9-Our-of-war should be strictly forbid den from being used to transport officials -Now- a-days our war vessels are chiedy concerned with rendering obsequions norvices to officials, while they meglent the more important matter of discipline. According to our statutes our m rine forces are forbidden from doing extraneous duty of any kind, and since oar men-of-war wore equipped for the important matter of national defence, they should not be placed at the disposal of individual officials. It is proposed thal such practices shall be strictly prohibited hereafter, and that if any villeial, of no matter what rank, shall of his own accord presse to' use one of our men-of-war for private purposes, ke shall be properly dealt with, and the captain and ofcors so obliging him with the intention of gaining his favour, atall alike be degraded. By STATION, adopting auch strict regulations, our offoars will devote their attention to drill and discipline, and our navy will maintain its propor diguity.
