On Monday last the Emperor approved the decision of the State Council to uske immediate aurves for the laying of a railway from Tomsk to Irkutsk and Strotiunk (the last a town on the Shilke, an affoent to the Àmoor), and from Lake Khaaks, or Han-k to Wlediwostock. The surveys and construction are to be confided to the Minister for War, ander the guidance of the Governors-General of the Usuri, or Amoor dis- trist, and Eastern Siberia, Baron Korff and General Ignatieff. The latter is the brather of } the famous diplomatist and ex-Ministor. Part ON of the line is, if possible, to be commenced port spring, and it is estimated that the whole may be completed in about 'five years. Direct chan- - mazuration will then be established by afternatu railway and water transport between St. Peter- sburg and Russia's Pasito ports, compping eboid fifteen days from St. Petersbarg to Tio- men-fro-days Tuoon to Tomsk three days, Tomsk to Stretinsk two days, Stretinsk to Khanka Lake by the Ameer four days, and from Khanks to Wadiwostook ona. day.
