At the annust diener of the Institution of 'Civil Engineers Lord C. Baresford, in response to load and continued calls, replied, after Rear Admiral La Hante Ward, to the tast of the Navy. He said that he was obliged to get up and speak according to orders. (Laughter.) He did not know why they had called his name, ba caise his senior officers were present, and thei lust apeaker had old all that wasto besaid about the Nary. This much he would say, however, that if they did not keep the Navy in that our dition of efficinery which it ought to be in, they would not, perhaps, have any more of those cheery dinners. (Laughter). His reason for saying so was this Their food supply was kept op by the transpert of that food supply scross the seas. The mousy they expended last year eat of this county to fast the people amounted to £142,000,000 The Narr ooak not keep that sapply going if war was declared, Naval officers were continually telling the public so that they Just pay a little more in the way ofinsurance for keeping the Navy in an officient date. He asked them to look at the vast sums which they paid for their panics when there was a possibility of we breaking out (Cheers.) He calentated that in the last ten years they had paid owing to those public scares no less than £5,000,000. The other day, in the House of Commons he had the honour of submitting what he considered (perhaps he was wrong) necessary proposals to put the Navy in that condition which it was believed to be in, bat which in reality it was not.
