"What are the prospects of the passing of such a bill?"
"I'ro consulted the best authorities during my sojown in Washington, and there is a general agreement that there is no constitutional objeo- tion. I have also seen and talked with s number of members of both Houses. I have boen surprised to and some hazy prejudica against tho Assopisted Press, the offspring ol misadvisement in the pain, and some con- fusion as to the relation of the Assoointed Prose
and the Western. Tulen Talagraph Company, There are, of course, no relations except those of pustomer and common carriers. Burring those immaterial objections, which a decussion will clear up, there is an interesting and friendly fool- ing in Congress. The question is a novel one and ambraces the whole prinsipla of modern journalism. The raroads and telegraph which bavo within the last half-cortary wrought suck okangas throughout the world have completely revolutionized the newspaper. That which we call news is a modern invention as much as gut- taparcha or reaping machines. It demands the very best and rarest of skilled labour.
It is an intellectual and material proiluet. Why has it not the same legal right to recogni- tion and protection as other classes of property? Let me take an example. Suppose a newspaper published in the city of New York and sold for three Gents, obtaina at great cost and pains a column or five columns of interesting and important matter. Should & newspaper food right alongside, aud sold at one cent, bo alowed to get an early copy, And isato concurrently the very same matter without paying a nickel for it? There is no present law to forbid this. Take another in Atance. Differenco in points relatively east and -west in our vast constry enables the publisher who alwony's. to mako wao of the enterprise of others. Should the chief at a distant point be enabled, by the way of the talegraph, to steal the property of those who have gone to great care and oust to obtain it ? Under oxisting love I can make a compilation of -telegraph news matter, and issuing this in hook form, copyright it, but if I write and wirs the Courier Journal a page of valoxble matter, any. body who sees fit to steal and publish it may do so for the cost of type setting
