OF DISCOUNT, The raising of the Bant rate from 2 to 3 per: cent. this week was a very unexpected event. In the best inforpied quartera on the previous day, least nutil be very aluse, the opinion was flat, though money was getting more and mory in demaad, geb-tha-Bank-was so strozig that there would either be no riso for a week, or at most a very alight rise. Ch the Stock Exchange, where there has lately been a great deal of speculative buying, thore was more apprehension of dearer monoy, but not wuch fear of so great a change. Still, the action of the Bank, though unexpected, ia quits justified by the event, and the facts which ve since become known. The dewood for womey, both at the Bam and in the open market, bas continued strong at the advanced rates. Possibly this is to me extent the result of procnotions on the part of the publio, who may he over-providing themselves; but so far as we can learn the enrreat requirements are very large, and quite np to the eupply of niouey, "This demond is the best justification of the atop which hasbeen taken.
