THE BLOCKADE OF HONGKONG. (Overland Pads Report, Nov. 1st) As there appears to be every reason to believe that certain representatious will before long reach home from offoil qauiters with re ference to the blockade which the Cunton offi cials have established qu the Port of Hongkong. with a view to obtaining illicit tuxes from the trade, it is desirable to jose no time in again bringing thie subject before the nation of home readers. The matter we'recently zoticed in this paper at some length, when the injury resulting to trade by the preaqat aystem was set forth, and the question whether any aranize Beris atould be made with the Chinese Go verument for the legitfurate levy of duties cu goods passing through the Colony was fully discussed. The conclusion arived at was briefly that, if any such steps were adoptad, the dutica ought to be paid to the Local authorities. nt Canton, and not to the Imperial Authorities at the Capital, and that they should not be collect- ed by anything in the form of a Chinese Custom House, or Brunob-of the Inspectoriito of Cau tome in the Colony, Reaning the subject at this point, we have to answer the question: What other mease could then be adopted! The only other course would be the collection of dution Company-5 per cent, dicunt. by the Hongkong Government, which should be paid to the Canton Authorities after the dedination of a certain percontage for the post of collection, This is the point to which the sahero which, as already mentioned, to be brought before the consideration of the Hong- kong Chamber of Commerce, must be reduced, if it is to be considered in a practical manner
