We can forgive the Ministry many of the blunders and short-comings thut bare marked the past Session in consideration of the Act which Lord Hatherley has sarried for the re constitution of the Judical Committee of the Trivy Council. The set itsell is a very flimsy specimen of those legal reforms which we bave be promised so often, and for which we have wited so long. But after all, in matters of rádical alange it is ely the first step that costa, and the first step in this case is of very essential importance indeed. Kveryone knows that there are two Supreme Appellate Courts in our judicial system, deriving their origin. from divera historical conditions and constiču. tions forms. The House of Lords stands at the head of our legal tribunala on the oue hand; on the other, the nltimate fountain of
