GOVERNMENT NOTIFICATION..

The following Report of the Board of Education for 1889, is published for general information.

By Order,

Colonial Secretary's Officer, Hongkong, 26th January, 1804,

To His Excellency

WILLIAM THOMAS Alxnces, Esquire,

Acting Governor of Honghony.

W. H. ALEXANDER.

Actipy Colonial Secretary,

Jue

HONGKONG, 20th January, 1861-

1. The Board of Education, in presenting to Your Excellency their Amrnal Report of the state of the Government Free Day schools in the Island of Fongkong, desire in the Srst place to make reference to some of the recommendations contained in their last Year's. Report.

2. Among the osasures thon suggested for the improvement of the Schools they siado prominent mention of the expeliener of dis continuing the four Government Schools in the small outlying villages of Sui-wao, Show-kewan, Shek-Oland little Hongkong; set of em ploying the pecuniary moons thus placed at their disposal in giving increased officiency to the Schools in Victoria aust its immediate vi

Cipity,

3. They are happy to learn from the Reports of the English lead-master and Inspector, Ir. 8ewart, that this meisure has had the desired effect of awakening a spirit of bealthy anulation among the Native School-masters, of promoting an increased attendance ip most of the other Schools, and of causing a more general appreciation of the advantage of free education among the Chinesi parents.--

4. The School houses in the four villages froin which the Government aid was thus withirawu, were handed drer under certa. conditions free of rent and for Educational purposes only to the inhabitants, hy whom they were gladly received. In the lute Government School-bouse at Show-kewan a school is selfsupported and carried on independently of Guvermaeof aid. The three other villages also ed gaged to clees and support a mastor in their respective Schools but the Board are not in possession of facts sufficient to enable them to $400.00 report on the scisney of their present management.

5. The establishment of dierent gradations of rank and pay song the Governijent School-masters olimited to in the last 133.35 port of the Board, uns also been carried into effect. The institution of two classes of School-masters has been attended with its expected

advantages in raising the position and exciting the deligande of the Native teachers

-6,100.00

6. The Board ornnot report any decided increase in the attendance of scholars. This any in part be attributed to the stricter surveillance exercised over the wasters and the additional scourity thereby afforded for the greater accuracy of the Sclivol lls. It is, however, a satisfactory result that after making allowance for the suppressed Schools and the reduced number in the Central School through the working of the new regulatious, the aggregata namber of enrolled Scholars has equalled and the actual attendance has even esced

--1 that of the preceeding Year.

The Girls School in Victoria has greatly fuotuated in the number of Scholars, and the master has not given unira satisfaction to the Board; but with increased surveillance better results may be expected.

7. The Central School, under the now system of management introduced in the begining of the year and the efficient saperinten 121.9 dence of Mr. Stewart, appears to be steadily growing in favour with the more respectable classes of Chinese. The system of payment in- troduced into the Bogleh department is working well: The whole sum received during the past year froui the Beéholars amounted to three- 558.99 hundred and eighty eight dollars.

The activity, order and discipline maintained in the daily routine of its management deserva also special notice and mention." 8. The Board learn, indirectly but with satisfaction, that Mr. Stewart's arduous duties are likely to be lightened by the early 1,343.24 rival of an Aesistant English Master: by whose help the eficiency of the Central School is likely to be increased, and nearly a hundred ver

500.00 pupils may be admitted.

9. While on the one hand the Board are unable to report to Your Excellency that the aggregate attendance of sollars in 16e ver ions Government Schools is at present adequate to the expectations which might have been formed; yet, on the other hand, they are able to 27.58 state that in the more truthful returns of the daily attendance of scholars, and in the higher quality and tone of foelruction conveyed ther 303,90ve matter for congratulation and roads of encouragement.

this Rojinet.

10. A tabular statement of the comparative uumber of scholars in the various schools during the two past years is appended to 11. In conclusion the Board have much satisfaction in expressing their high sense of the able, zealous and successful services rendered by Mr. Stewart to the cause of Education in the Colony:
