In addition to the publication of an annual report, we understand that the annual accounts of the Land Fund are also publicised by the trustees of the Fund for public information. The management of the Land Fund and the disclosure of information about the Fund are matters for the trustees.

The trustees of the Land Fund are duly authorised by the Government of the People's Republic of China to receive and hold upon trust all monies paid or to be paid into the Fund, and to make provisions for the proper management and preservation of the value of the Fund. They are empowered to make investments under the Trust Deed, which has been drawn up in accordance with Annex III to the Joint Declaration and the agreements of the Land Commission.

Mail tampering

Following is a question by the Hon Eric Li and a written reply by the Secretary for Economic Services, Mr Stephen Ip, in the Legislative Council today (Wednesday):

of the number of cases of tampering with mail in street post-boxes (including theft, damage and other types of mail-tampering) reported to the Police in each of the past three years;

of the measures adopted by the Post Office to prevent illegal access to mail in street post-boxes;

whether there are any special precautionary measures adopted during the tax collection period when many cheques of substantial amount are mailed; and

of the number of complaints about tampering with mail in street post- boxes received by the Post Office in the past three years, the number of such complaints which have been investigated and the remedial measures taken by the Post Office arising from such investigations?
