Experience from the tryout period showed that students at TOC schools are better motivated than ever before and are more eager to ask questions and actively participate in class activities.

Educational researchers and front-line educators agree that whether educating gifted children or students with learning difficulties, teachers should stimulate thinking and innovative ideas in students by means of lively, carefully designed learning activities so as to develop pupils' potentials.

Students should be active participants, rather than a captive audience, in the learning process while teachers should offer prompt and effective feedback and assistance. This way, students will develop a sense of achievement and be more motivated and effective in learning.

"This, in fact, is part of the essence of TOC," Mr Kwan said.

While anticipating problems with schools in the initial stages of implementing TOC, the Education Department is providing professional support where it is needed.

This includes training for school heads, TOC co-ordinators and teachers; provision of teaching and learning materials and assessment guidelines; and funds for teaching equipment and activities.

Mr Kwan added that the department has set up three TOC resource centres throughout the territory, including the one opened today. The centres are well- equipped with facilities and resources for successfully implementing TOC. Their addresses are:

The centres are open from 9 am to 5 pm on weekdays, and from 9 am to noon on Saturdays.
