"The quickest and simplest way of doing this is to introduce charging for disposal at landfills so that contractors are encouraged to divert construction wastes to more appropriate uses than filling-up valuable and possibly irreplaceable landfill space," he said.
"And finally for the future, we need to build on our already excellent and long standing relationships with our opposite numbers in Guangdong and Shenzhen so that our inevitable mutual concerns on cross border environmental matters can be addressed effectively in the interests of all concerned," Dr Reed said.

HIV/AIDS situation in 1995
A total of 122 persons were found to be positive for the HIV antibody test in 1995, the Department of Health announced today (Tuesday).
This brings the number of HIV-infected persons in Hong Kong to 642.
Forty-five new AIDS cases were reported last year. The total number of confirmed AIDS cases is 175.
Of the 642 HIV-infected, 220 acquired the infection through homosexual or bisexual sex and 292 through heterosexual sex, 13 were injecting drug users, three were a mother-to-child transmission around the time of birth and 66 got it through contaminated blood or blood products before 1985 when HIV antibody test and safe heat treated clotting concentrates were not available.
As for the remaining 48, the information available was inadequate for classification.
The department today also launched a new Home Page on Internet specifically created for the AIDS Unit to better communicate with the local and international community on all aspects of AIDS prevention, care and control.
